AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these political entities, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Election Advice
The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
